Delaware Higher Education Commission Representatives for the Delaware Higher Education Commission college financial aid offices and lending institutions will provide information about applying for state and federal financial aid. All sessions are open to the public and free of charge. The Delaware Higher Education Commission administers 17 state student financial aid programs and seven private scholarship programs to help Delawareans continue their education after high school. Applicants for all state-funded programs must be Delaware residents.
